How many Italian policemen does it take to write a ticket?



This poor guy was fined driving through a no-traffic zone near the Spanish Steps in Rome today.
I snapped this picture a bit too late. Originally, there were five of them standing around the car all busy discussing, gesticulating and writing..

Those are not policemen, but traffic wardens. Two different corps... Police reports to the Minister of Internal Affairs, Traffic wardens to the local council Authorities. In addition there are the Carabinieri who report to the the Minister of Defense as part of our Army, and also, Guardia di Finanza, the Italian police force under the authority of the Minister of Economy and Finance. These last very appropriate for the ones not paying the taxes...
